The Cove opened it’s doors as the Methow Valley Food bank on April 23rd, 1998 with the expressed purpose of demonstrating God’s love in our community. This goal was to be accomplished through short term assistance by distribution of supplemental food and long term assistance by the developing of relationship and a resource network. In 2000 the Cove was given its non-profit and 501(C) (3) tax status.

Room One is a nonprofit health and social service center located in the rural Methow Valley of north central Washington. Because of the Methow Valley’s uniquely isolated location, area men, women, and children in need of critical human services are often left without advocates and vital resources. With limited access to safety net programs, crisis support, and meaningful help, rural communities like ours are susceptible to health disparities, including high rates of teen pregnancy, domestic violence, substance abuse, and mental health needs. The comprehensive services we provide at Room One are directed at preventing violence in our community and interrupting health disparities.

Rebates Available
**NEW** Attic, Floor and Wall Insulation Rebate – Available for Installs after January 1, 2025
One of the best ways to save money on your bill is by taking advantage of all the energy you heat and cool with. Make sure you have good insulation where you need it. It will help keep your home warm during the winter and cool during the summer.
Information & Requirements
- Final installed R-values must meet the required final R-value at a minimum to be eligible for rebate
- Insulation must be installed according to the BPA Residential Weatherization Specifications & Best Practices Guide
- Each rebate request must include an equipment or contractor invoice showing order/purchase date and cost of material, labor, equipment
- Each rebate request must include a completed Certificate of Insulation documenting pre and post R-values and square footage of installed insulation
- Photos of pre-existing material in-place and final installed material must be provided with rebate forms
Rebates
- Attic Insulation
Rebates range from $0.30 to $2.30 per square foot- Minimum end value R-38
- Floor Insulation
Rebates range from $0.60 to $1.05 per square foot- Existing Floor R-0, minimum end value R-19
- Existing Floor R-19, minimum end value R-30
- Wall Insulation
Existing R-0 to R-11 $2.00 per square foot (Single Family Homes Only) - Rebate offer(s) may be changed or discontinued at any time. Rebate offer(s) apply to new product(s) only. Utility reserves the right to inspect installed product(s). Product(s) must meet all program criteria to qualify for rebate(s).
**NEW** Residential Window & Patio Door Rebate – Available for Installs after January 1, 2025
Installing energy-efficient windows and patio doors can help eliminate drafts and help save money on your electric bills.
Information & Requirements:
- Old Windows must be Single Pane or Double Pane with Metal Frame to qualify
- Old Windows can be Single Pane or Double Pane any frame type if installed after July 1, 2025
- Replacement Windows must have an NFRC U-Factor of 0.30 or lower to qualify
- Replacement Patio Doors must have an NFRC U-Factor of 0.35 or lower to qualify
- Windows & Patio Doors must be installed according to the BPA Residential Weatherization Specifications & Best Practices Guide
- Each rebate request must include an equipment or contractor invoice showing order/purchase date, cost and dimensions of each window (dimensions must match what is listed on your OCEC rebate form) and an NFRC sticker for each window showing the U-value is 0.30 or less or a spec sheet showing dimensions & U-value of each window is 0.30 or less
- Photos of pre-existing windows in-place and phots of final installed windows must be provided with rebate forms
- Rebates $6-$8 per square foot of glass replaced depending on new U-Factor
- Rebate offer(s) may be changed or discontinued at any time. Rebate offer(s) apply to new product(s) only. Utility reserves the right to inspect installed product(s). Product(s) must meet all program criteria to qualify for rebate(s).
Residential Heat Pump Water Heater Rebate – Available for Installs after January 1, 2024
- Product must be listed on BPA’s HPWH Qualified Products List and installed according to manufacturer’s specifications.

Rebate(s) will be delivered via check approximately 8 weeks after approval.

Ductless and Ducted Heat Pump Rebates – Available for Installs after January 1, 2023
- Product must be rated with a minimum of HSPF2 7.5 to qualify.
- Projects must be completed by a Comfort Ready Home contractor.
- Completed Residential Ductless Heat Pump Project Information Form.
- or Completed Residential Ducted Heat Pump Project Information Form.
- Invoice or Purchase Receipt showing that the requirements have been met – including purchase date, manufacturer, model number, type, size of product installed.
- Rebate offer(s) may be changed or discontinued at any time. Rebate offer(s) apply to new product(s) only. Utility reserves the right to inspect installed product(s). Product(s) must meet all program criteria to qualify for rebate(s). Rebate(s) will be up to $800 for Ductless and $1200 for Ducted based upon equipment and existing qualifying systems. Rebate(s) will be delivered via check approximately 8 weeks after BPA approval.
